The Anambra State Universal Basic Education Board, ASUBEB, has reaffirmed its ban on graduation ceremonies, Christmas parties and graduation levies in all public primary and junior secondary schools across the state.
The directive was contained in a circular dated July 10, 2026, and signed by the Executive Chairman of the board, Dr Justina Anyadiegwu.
Addressed to Officers-in-Charge of Local Government Education Areas, LGEAs, and Education Secretaries in the state’s 21 local government areas, the circular directed school authorities to ensure strict compliance with the government’s policy.
It stated: “No primary or junior secondary school shall organise or permit any graduation ceremony, graduation levy, Christmas party, or any related activity inconsistent with the government’s directive.
“All school heads are directed to ensure strict compliance with this policy.
“All LGEA officials and Education Secretaries are to disseminate the reminder to all schools within their jurisdictions and monitor compliance.”
ASUBEB warned that any violation of the directive would attract appropriate administrative sanctions and urged stakeholders in the basic education sector to comply fully with the policy.
The board said the renewed directive aligns with the Anambra State Government’s policy aimed at reducing the financial burden of school-related activities on parents and guardians.
Governor Chukwuma Soludo introduced the policy in October 2025, banning graduation ceremonies and Christmas parties in public, private and mission schools as part of reforms to make education more affordable and curb unnecessary expenses.
The governor also prohibited the use of workbooks and textbooks designed for pupils to write in, saying the practice compels parents to buy new books every academic session instead of allowing them to be reused by younger siblings or other pupils.
